In this regard, the arriving Russian specialists demanded to "toughen" the work with personnel and agents.Among the employees of the "Ministry of Internal Affairs of the DNR", the information is spreading about the cancellation of the planned vacations in July-August of this year. At the same time, people, who are currently on vacations, are recalled from vacations and should arrive in the near future to the places of permanent deployment of their units.Curators from the Russian Federation informed the leadership of the LNR about the need to reduce the amount of the budget envisaged for the implementation by the "Ministries of health care, education and science, culture, youth and sport of the LNR" and "Humanitarian program for the reunification of the people of Donbass" in the 3rd quarter of this year. This decision aroused dissatisfaction among the leadership of the LNR because of the limited resources and strict requirements of the curators for the implementation of the "Humanitarian program", which recently became the subject of multiple frauds by "officials of the LNR".The heads of the "administration of the LNR" instructed M.V. Surzhenko, Minister of Communications and Mass Communications of the LNR, to prepare and conduct an information operation aimed at discrediting the Ukrainian authorities for the intention to purchase coal in the United States in cooperation with the Russian team of specialists of the IPSO (information and psychological operations) in the "MGB LNR".The conduct of economic activities of the PJSC "Donetsk Metallurgical Plant", which is carried out by representatives of the Russian LLC Vneshtorgservis, occurs in the following format: up to 40% of the finished products of the plant (pig iron) is sold in Russia at a price 1.5 times lower than the prime cost, and raw materials (coke, Iron ore, fluxes, coal) is purchased in Russia at a price 2-3 times higher than the market price. At all stages from negotiations and conclusion of a contract to receipt of funds (both for raw materials and finished products), the process is controlled only by representatives of LLC Vneshtorgservis. Employees of DMP are used only at the production stage, and at the stage of delivery of pig iron to the railway station "Ilovaysk", from where it is sent to the Russian Federation. These actions of the representatives of Vneshtorgservis LLC show that the Russian "administration" is trying to use all the capacities of the plant, to obtain the maximum profit that remains in the Russian Federation, without investing in the production and development of the plant, and after exhausting the enterprise to stop production and stop "external management". This is confirmed by the fact that representatives of LLC Vneshtorgservis, which fully control the financial activities of the enterprise, have practically suspended the allocation of funds and supplies in the required quantity (strategic reserve) of the necessary fuels and lubricants, raw materials, equipment and other for the needs of DMP.Regarding the state of the mines:- The mine "Ilovaiskaya" (Khartsyzk, director Didur V.S., 500 employees), is a part of SE "Shakhterskantratsit" (Shakhtersk). During the period 2014-2015, a transformer substation was damaged at the mine by shelling, as a result of which the enterprise was without power for a long time, and, as a result, partial flooding of flat working occurred. The management did not have the financial and technical capacity to carry out routine repairs in order to restore the operation of the transformer substation. At the end of 2015, the substation was repaired and the mine resumed work on the coal mining. Since early 2016, the mine has started operating at 40-50% of its capacity. Debt on current wages is 2 months; the average salary is at the level of 10-12 thousand rubles. As a result of a sharp decline in wages among the workers, social sentiment worsens and demands are being made for the union to raise wages at a rate of ? ruble to the hryvnia. At the same time, because of fears of arrest by the security agencies of the DNR (in particular, the employees of the MGB of the DNR at the enterprise intimidate those expressing dissatisfaction with forced labor in the front-line zone), the union does not take any measures to protect the interests of employees.- The mine” Shakhtarskaya-Glubokaya” (Shakhtersk, director S. Nazarov, more than 2.5 thousand workers), is a part of the state enterprise Torezantratsit (settlement Chistyakovo). During the last 3 years there have been periodic reductions of workers at the mine (in 2014 there were 3.5 thousand people at the mine). Arrears in salary payments have been observed since 2014, but the current salary is paid 2 times a month without delay. Every month, 10% of employees are on forced leave and receive a stable payment of 2/3 of the tariff rate. The average salary at the mine is 15-17 thousand rubles. The mine carries daily coal output of the A grade with a volume of about 1100 tons. The coal is sold to energy enterprises of the Russian Federation and DNR. At the mine there are a number of problematic issues of the production process, in particular, the lack of timber and lack of spare parts for routine maintenance of equipment in the face."The Minister of Communications of the DNR”, V.Yatsenko, continues to lobby through the" Council of Ministers of the DNR "the issue of selling all Internet traffic in DNR through controlled entities, in an effort to completely stop the activities of providers working in the unoccupied territories of Ukraine. However, referring to the tense situation among the providers and operators of the DNR (the unprofitability of the activity, primarily due to increased costs in eliminating emergencies - gusts and theft of fiber-optic networks and equipment), the “Council of Ministers of the DNR” rejected the proposal of V. YatsenkoThe situation around the operability of mobile operator "Vodafone / MTS" in "DNR" remains uncertain. This is due to the desire to monopolize communication activities by the republican operator of communications "Phoenix” with help of V.Yatsenko. In this regard, V. Yatsenko instructed to implement measures to disable, under the guise of thefts, fiber-optic networks and equipment of MTS base stations. In fact, the equipment of the “Phoenix” currently does not have the capacity to provide high-quality communications for population of the DNR. So, Russian curators regularly remind to V.Yatsenko about the inadmissibility of the complete cessation of mobile communications of Vodafone / MTS in recent time.At the same time, V. Yatsenko reports about the effective work of the Republican operator of communication" Phoenix ": the number of subscribers is 577 333 (of which 220 thousand have joined since 1.01.2017). The calls to other countries from October 2015 to June 2017 are: Russia - 1 million 700 thousand, Abkhazia - 3347, Kazakhstan - 1789, South Ossetia - 1387, Belarus - 1101, Uzbekistan - 1091, Germany - 1000, Canada – 901.
